Attorney Suon Visal took an oath of office on 31 December 1997.

Education

• Received a scholarship to study at San Francisco University, US School of Law in 1995-1996, obtaining a law degree as a Trainer.
• Bachelor of Laws from National Institute of Management in 2000.
• Received a scholarship to study at Hong Kong University of Hong Kong in 2001-2002 with a Master’s degree in International Law.
• He is a Ph.D. candidate for Law 2010-2013 and is studying and writing a Ph.D. Law on “The Independence of Lawyers and Institutions” at the Cambodian University of Specialties.
• Studied and holds a degree in management and leadership, including project assignment and financial support.

Work Experience

• Late 1985: He has worked as a Greffier in the Sihanoukville Courts.
• 1992-1993: Working with the United Nations Transitional Authority of Cambodia (OHCHR) on human rights for nearly 3 years.
• 1994-2004: Chief Technical Officer of ICC.
• 1997-Present: Professor of Law at Pannasastra University, National University of Management and Universities in Cambodia.
• 2005-2006: As a legal adviser to Asia Foundation, managing all project and legal affairs within the organisation.
• 2008-2012: Secretary-General of the Bar Association of the Kingdom of Cambodia.
• 2008-Present: Chairman of Khmer Apsara Law Firm.
• 2009-Present: Council Member of the Council of Ministers.
